Black Creek Drainage Improvement Study Complete

The City has completed a Municipal Environmental Assessment (EA) Study for the Black Creek Sanitary drainage area, which stretches from north of Finch Avenue down to the Rockcliffe-Smythe neighbourhood. The key recommendations from the study include a major sewer upgrade in the Rockcliffe Court area that will significantly reduce basement flooding.

The purpose of this major City infrastructure project is to achieve the following:

• reduce surcharge levels the Black Creek Sanitary Trunk Sewer (STS) during wet weather events

• reduce combined sewer overflows (CSO) discharge to the Black Creek watercourse

• reduce stormwater infiltration and inflow into trunk sewers

The following are key recommendations from the study:

• install two new sanitary trunk sewers and a new combined storage tank and tunnel in the vicinity of Rockcliffe Court

• complete sewer upgrades along Keele Street between Eglinton Avenue West and Donald Avenue

• implement Wet Weather Flow reduction measures along the existing Black Creek STS

I am very pleased to see the positive impact of this project on the Rockcliffe-Smythe area. This Drainage Improvement Study is independent of the planned TRCA/City of Toronto flood mitigation projects for Rockcliffe and will bring additional protection from basement flooding in the area with the installation of a new combined storage tank and tunnel at Rockcliffe Court.

Municipal Class Environmental Assessment - Notice of Study Completion

The City of Toronto has completed a Municipal Class Environmental Assessment (EA) study to achieve the following for the Black Creek sanitary drainage area:

•Accommodate flows for projected 2041 population and employment growth and beyond

•Reduce surcharge levels the Black Creek Sanitary Trunk Sewer (STS) during wet weather events

•Reduce combined sewer outflows (CSOs) discharges to the Black Creek watercourse

•Reduce stormwater infiltration & inflow into trunk sewers

Following consultation with Indigenous Groups, review agencies, City Divisions and the public, the following are the key study recommendations:

•Implement Wet Weather Flow reduction measures along the existing Black Creek STS

•Install two new sanitary trunk sewers and a new combined sewer storage tank and tunnel in the vicinity of Rockcliffe Court

•complete sewer upgrades along Keele Street between Eglinton Avenue West and Donald Avenue

Opportunities for review

This study was carried out following the requirements for a Schedule “C” project under the Municipal Class EA. An Environmental Study Report (ESR) has been placed on public record for a 45-day review period starting December 17, 2020 and ending February 5, 2021. Interested persons may provide written comments to the project team by February 5, 2021.

Please note the City cannot proceed with these projects until at least 30 days after the end of the comment period provided for in the Notice of Completion. Further, the City may not proceed after this time if:

• a Part II Order request has been submitted to the ministry regarding

potential adverse impacts to constitutionally protected Aboriginal

and treaty rights, or

• the Director has issued a Notice of Proposed order regarding the

project.

The public has the ability to request a higher level of assessment on a

project if they are concerned about potential adverse impacts to

constitutionally protected Aboriginal and treaty rights.

In addition, the Minister may issue an order on his or her own initiative

within a specified time period. The Director will issue a Notice of

Proposed Order to the City if the Minister is considering an order for

the project within 30 days after the conclusion of the comment period

on the Notice of Completion. At this time, the Director may request

additional information from the proponent.
