Temporary Road Closure on Church Street

Expected Start Date: May 2021

Expected End Date: June 2021

The City of Toronto is modifying and upgrading the storm and sanitary sewer system in your area in order to reduce surface and basement flooding. On Church Street we also replaced substandard water services and are now reconstructing the road from Jane to Pine Streets.

Due to the upcoming road reconstruction work on Church Street between Jane Street and Pine Street, Church Street will be fully closed, effective 7 a.m. on May 10, 2021. The work will occur in two phases as follows:

Phase 1: Church Street between Jane Street and Uphill Avenue– May 10,2021 to June 10,2021

Phase 2: Church Street between Uphill Avenue and Pine Street - June 11 to June 30, 2021

Note that each closure will be in sequence. There will be no through traffic with only local traffic permitted during each closure. During these closures, residents will have driveway access. There will be some days when some homes won't have driveway access; however, separate notices will be given to those residents in advance of the closure.

Motorists are reminded to abide by traffic/construction signs posted in local areas to ensure the safe travel of all local road users, pedestrians and cyclists. This project is part of the Council-approved 2020 Basement Flooding Protection Program to improve the water distribution system, renew our aging infrastructure and reduce the risk of sewer collapse or blockages that cause sewer backups and flooding.

Work Details:

The City’s contractor will:

• Remove asphalt and excavate road base material;

• Replace road base with concrete thereby improving stability;

• Regrade the roadway ensuring proper drainage;

• Remove and replace affected curb, sidewalk and driveway approaches, and

• Resurface the road including the installation of a traffic calming median, consistent with the median west of Pine Street.

IMPORTANT INFORMATION ABOUT COVID-19 AND CONSTRUCTION WORK IN TORONTO

As restrictions on construction have been lifted by the Province of Ontario, City-led infrastructure will continue to proceed. During construction, the contractor is responsible for the Health & Safety on site under the Ontario Occupational Health and Safety Act and is expected to implement COVID-19 mitigation practices. Work Hours: Work will take place from 7 a.m.to 7 p.m., Monday to Friday, with work after hours and on weekends as required.

Traffic Management on Church Street:

The following sections of Church Street will be fully closed to outside traffic:

• Phase 1: Uphill Avenue to Jane Street

• Phase 2: Pine Street to Uphill Avenue

Please see the detour around the closed section of the street on the maps on page 2. TTC will follow the same detour routes. Local traffic including access to all driveways will be maintained.

Physical Distancing:

There are times when contractors need to communicate with homeowners about what is happening on-site. This could be about driveway access, , and site restoration work (landscaping, installing pavers etc.). Contractor's staff will be identifiable by their high-visibility clothing.

Where possible, a phone number for a contact person on-site will be provided on notices, to answer questions about work near your property. At other times, the contractor may knock on your door, but will then step away the required distance to discuss the work that is taking place and what can be expected that day. Please practice physical distancing with workers so everyone can remain safe. If you have questions, call the contact provided on this notice.

Road and Sidewalk Access: In order to complete the work in a safe manner, there will be road and sidewalk restrictions within the work zone. Access for emergency vehicles will be maintained at all times.

Driveway Access: The contractor will notify you of any temporary restrictions to your driveway access. If your property has two entrances, one entrance will be kept open at all times.

Restoration: The construction work area will be restored with sod and/or asphalt where required to its initial condition. Interlocking bricks, flagstone on a granular base, or other similar features that are removed from public and private property during construction will be replaced. Lawn seeding and/or laying of sod will be done as needed during ideal growing seasons only - in the spring (April to June) and fall (September to October).
