Sanitary Sewer Construction in the Humber River Area

Due to a section of Albion Sanitary Trunk Sewer that has reached the end of its service life, the City of Toronto is planning to install local sanitary sewers within the Humber River Valley from Caulfield Road through Pine Point Park, Crawford Jones Memorial Park, Cruickshank Park and Memorial Park in order to divert flow from Albion Sanitary Trunk Sewer to the nearby Humber Sanitary Trunk Sewer.

The sanitary trunk sewer is an underground pipe that collects wastewater from local sewers and delivers it to wastewater facilities for treatment.

This project is part of the Council-approved 2021 Capital Works Program to improve the City's aging sewer infrastructure.

IMPORTANT INFORMATION ABOUT COVID-19 AND CONSTRUCTION WORK IN TORONTO

As restrictions on construction have been lifted by the Province of Ontario, City-led infrastructure will continue to proceed. During construction, the contractor is responsible for the Health & Safety on site under the Ontario Occupational Health and Safety Act and is expected to implement COVID-19 mitigation practices. WORK DETAILS

The City’s contractor will move equipment on-site and prepare the work area before construction begins.

The contractor will:

· Prepare areas for construction staging and access to existing sewer and maintenance holes, as well as dig trenches to install new sewers;

· Install temporary pumps and pipes to divert flow from sewers to build connections between new and existing sewers. The temporary pipes will be placed along and adjacent to existing trails;

· Install new sewers and maintenance holes and properly abandon some existing sewers; and

· Restore areas affected by construction.

WHAT TO EXPECT DURING CONSTRUCTION

· You may experience dust, noise and other inconveniences. The City will make efforts to reduce the impacts. We appreciate your patience.

· The City will not be responsible for damage to any privately owned items on City property.

Work Hours: Work will take place from 7 a.m.to 7 p.m., Monday to Friday, with work after hours and on weekends as required.

Pre-Construction Inspection: The Contractor will survey all properties within 30 metres of the construction area before construction starts. Participation in the survey is voluntary; however, participating is important in determining if the construction caused damage. The inspection will look at the interior and exterior of all properties to verify existing conditions. Affected properties will receive a separate notice to set up an appointment. All inspection staff will wear photo I.D. and carry photo equipment for this work.

Physical Distancing: There are times when contractors need to communicate with homeowners about what is happening on-site. This could be about driveway access, water shut offs, exterior pre-construction inspections, and site restoration work (landscaping, installing pavers etc.). Contractor's staff will be identifiable by their high-visibility clothing. Where possible, a phone number for a contact person on-site will be provided on notices, to answer questions about work near your property. At other times, the contractor may knock on your door, but will then step away the required distance to discuss the work that is taking place and what can be expected that day. Please practice physical distancing with workers so everyone can remain safe. If you have questions, call the contact provided on this notice.

Road and Sidewalk Access: In order to complete the work in a safe manner, there will be road and sidewalk restrictions within the work zone. Access for emergency vehicles will be maintained at all times.

Driveway Access: The contractor will notify you of any temporary restrictions to your driveway access. If your property has two entrances, one entrance will be kept open at all times.

Partial Park / Trail Closure: Sections of the Humber River Recreational Trail will be restricted through Pine Point Park, Crawford Jones Memorial Park, Cruickshank Park, and Memorial Park for public and worker safety. Detours and closures will take place periodically and signage will be posted to direct residents.

Accessible Accommodation: Residents who require accommodation (level entry, longer notice, etc.) must contact the Project Manager to arrange for access during the construction period.

Tree Removals: Approximately 66 trees and 123 shrubs will be removed in the area to create access to the sewers which are located in ravines and behind the trees. Efforts have been made to ensure as few trees as possible are removed. A restoration plan approved by the City's Parks Forestry & Recreation Division and the Toronto and Region Conservation Authority includes planting approximately 146 trees and 1,655 shrubs and seeding/naturalizing the area when the construction is complete.

Restoration: The construction work area will be restored with sod and/or asphalt where required. Interlocking bricks, flagstone on a granular base, or other similar features that are removed from public and private property during construction will be replaced. Lawn seeding and/or laying of sod will be done as needed during ideal growing seasons only - in the spring (April to June) and fall (September to October).
